One access report, three rulebooks: an NSW apartment case study

On a recent NSW apartment project, the design started to clash with the rules in three places: common areas under the NCC, the Apartment Design Guide's Liveable Housing benchmark, and council's adaptable housing percentage. One access report had to cover all three.

The turning point came when the architect asked whether the ADG replaced council's adaptable housing rules. It doesn't, and that's when the team brought in specialist access input.

What changed: circulation to the common areas, the approach to unit doors on the accessible floor, and how the adaptable units were documented. Clear drawings and a plain-English access report meant fewer requests for information.
