University and TAFE campus access reports in NSW: SSD, SEARs, NCC D4 and F4

Building on a NSW university or TAFE campus? Your access design has to clear three gates.

  1. Planning. Big education projects are often State Significant Development, and the SEARs usually ask how the design meets accessibility requirements. That means an access report at concept stage.
  2. The certifier. Before the construction or Crown certificate, expect checks against NCC Parts D4 and F4 and AS 1428, including wheelchair seating in lecture theatres, hearing augmentation, accessible toilets and paths between buildings.
  3. The university's own design standard. Many go beyond the NCC and want an access strategy signed off at every design stage.

Plan for all three from day one.
