For owners, architects, asset managers and approval authorities, heritage projects rarely fail because the intent was wrong. They fail because access is considered too late, or treated as a checklist exercise rather than a design and compliance problem. Existing constraints, significance ratings, construction limitations and approval pathways all shape what is achievable. That is why heritage access work needs more than code familiarity. It requires coordinated advice across architecture, access, performance reasoning and conservation logic.

Function matters just as much as significance. A publicly accessible council building has different access expectations from a low-occupancy site with limited areas open to visitors. The extent of works, classification, trigger points and use profile all influence what is reasonable and what is required.

What compliance usually involves

Existing floor levels may limit the ability to deliver compliant gradients without major excavation or visible external works. What looks like a small access issue can quickly become an integrated design problem.

This is why isolated compliance comments are often not enough. Projects benefit from a documented strategy that explains what can be achieved, what cannot be achieved in a conventional way, and what supporting rationale will be needed for approvals.

When a performance solution may be the right path

A performance solution is not a shortcut around difficult compliance items. It is a formal method for demonstrating that the design meets the relevant performance requirements in another way. On heritage projects, that can be especially useful where strict Deemed-to-Satisfy application would cause disproportionate impact on significant fabric or would not be reasonably practicable.

That said, a performance solution must still deliver a credible access outcome. It cannot simply restate that the building is old. The supporting case needs evidence, technical analysis and a clear explanation of how users with disability will enter, move through and use the building with dignity and independence to the greatest extent possible.

In practice, that may involve comparing options, documenting constraints, testing circulation scenarios, reviewing alternative entrance arrangements, assessing operational controls and identifying any compensating measures. The strongest solutions are those developed early, with input from the design team, certifier, heritage advisor and access consultant before the approval pathway hardens.

Common trade-offs and where judgement matters

There is no honest heritage access compliance guide without acknowledging trade-offs. Sometimes the principal entrance can be made accessible with minimal impact. Sometimes it cannot, and the project must consider whether another entry can provide an equivalent level of amenity. Sometimes a fully compliant passenger lift is feasible. The right answer depends on use, scale, available space, level access and whether a broader redevelopment creates a better opportunity to resolve the issue properly.

Sensitive design does not mean weak design. It means interventions are legible, durable and technically sound.

They also support clearer conversations with stakeholders who may otherwise see access and conservation as opposing camps.

Documentation quality matters. Approval authorities and project teams need more than marked-up plans with generic notes. If alternative solutions are proposed, the basis for them should be explicit.

Construction-stage advice is also valuable. Heritage buildings frequently contain surprises - concealed structure, uneven slabs, undocumented services, fragile finishes.
