SDA design quality for NSW providers: what to commission before you build

Design Standard certification supports a registered provider’s enrolment application. It does not enrol the dwelling and it does not guarantee occupancy. Location, category-fit and drawings that actually show the nominated category matter before you pour.

The two-stage process (provisional design, then as-built) sits on SDA design versus as-built certification. This page is the buyer-side companion for providers and developers choosing what to commission in Sydney and wider NSW.

What “market maturity” means for a design brief

Early boom markets tolerated thin documentation. A tighter market does not. Do not invent vacancy rates from industry chatter. Ask the brief three questions and put the answers on the drawings:

Certification is not occupancy. Occupancy depends on participant need, location and the service model. The certificate is one enrolment input.

What “good enough to certify” drawings show

Category-visible documentation: circulation, sanitary layouts, kitchen clearances, parking, Robust detailing where nominated, and High Physical Support structural or hoist readiness where that category is claimed. If Sydney Access Consultants is not the certifying assessor on that dwelling, documentation mark-up sits on SDA architects and design documentation support.

Independence cut-off

QuestionAnswer
Can the project architect certify the same dwelling they designed? No. NDIS requires an accredited third-party assessor independent of the provider, developer and owner.
Can Sydney Access Consultants design and certify the same development? No. Choose independent certification or design documentation support on a given development. Not both.
Does the certificate enrol the dwelling? No. Enrolment remains the registered provider’s application to the NDIA.

Gary Finn is an accredited SDA assessor (SDA00039) for the independent certification path. He is not a registered architect. Architectural-practice background is past experience only. Work is attributed to Sydney Access Consultants / Accredited Access Consultants.

Commission before provisional certification

Boundaries

A council or certifier disability access report under the Premises Standards and NCC is not SDA Design Standard certification. Livable housing and AS 4299 adaptable housing are different products. Use the SDA vs livable vs adaptable chooser before you brief the wrong instrument. Category FAQs sit in SDA Design Standards FAQ.

How Sydney Access Consultants helps

Independent Design Standard certification, or access-led design documentation support when we are not the assessor. Practice concentration: Cronulla, Sutherland Shire and Hurstville / Georges River. Mid North Coast support through Sandy Grey at Black Beach. Perth remains secondary and must follow WA instruments, not NSW deferred NCC dates.

Answer-ready questions

Does SDA Design Standard certification mean the dwelling will be enrolled and occupied?
No. Certification supports enrolment. Enrolment is an NDIA decision. Occupancy depends on participant need, location and service model.

What should we commission before construction starts?
An independent accredited SDA assessor for provisional (design) certification, with drawings that show every applicable requirement of the nominated category. If you need mark-up help and we will not certify that dwelling, commission design documentation support instead.

Can our architect certify the SDA dwelling they designed?
No. Design advice and certification cannot sit with the same firm on the same development.
