Accessible adult change facilities (NCC Spec 27): what NSW access reports must cover

An accessible unisex toilet is not an accessible adult change facility. NCC Volume One F4D12 plus Specification 27 is a separate sanitary product for certain Class 6 and Class 9b buildings. Current NSW work is assessed against NCC 2022 Amendment 2 until NSW adopts NCC 2025 on 1 May 2027.

Lodgement reports sit on access reports for DA, CC and CDC. Confirm live clause thresholds in the NCC text for the project. Do not assume every public building needs a Spec 27 room.

When F4D12 triggers (and when it does not)

F4D12 applies to stated Class 6 shopping-centre settings and stated Class 9b public buildings such as stadiums, museums, art galleries, aquatic centres and airports that meet the purpose, floor-area and design-occupancy thresholds in the NCC clause in force in NSW. Read the live clause. Do not copy remembered square-metre figures from an old job.

Class 1a houses and most Class 2 sole-occupancy units are not the Spec 27 trigger. A small café that is Class 6 does not automatically inherit a stadium-scale adult change room. The clause, not the marketing name of the tenancy, decides.

Spec 27 equipment and geometry, in plain language

Specification 27 requires the equipment and fixtures inside the same room, including:

Confirm figure dimensions in Specification 27. Do not redraw clearances from memory. ABCB notes that Specification 27 was based on the Changing Places Information Guide and Technical Standard (June 2017) and that Changing Places is not affiliated with or endorsed by the ABCB. Voluntary Changing Places branding is not automatic DtS compliance.

What the access report should status

Certifiers recognise elemental statuses: compliant, capable subject to a stated detail, non-compliant, or insufficient information. At DA, status spatial capability: room size, travel, door-type intent. At CC or CDC, status equipment schedules, clearances, door automation, signage and structural allowance for the hoist and change table. Stage language: DA vs CC and what certifiers want.

Common failure modes that attract RFIs

When Deemed-to-Satisfy will not fit

Constrained existing buildings, heritage fabric or structural limits need a Performance Solution with a PBDB, not a stretched Spec 27 claim. See Performance Solutions and, where fabric is the constraint, heritage access Performance Solutions.

How Sydney Access Consultants delivers

Plan assessment and DA–CC–CDC access reports that status Spec 27 rooms. Design documentation mark-up via access-led documentation support. Performance Solutions when DtS will not fit. Work concentrates on Cronulla, Sutherland Shire and Hurstville / Georges River, with Mid North Coast support through Sandy Grey at Black Beach.

Answer-ready questions

Is an accessible unisex toilet the same as an accessible adult change facility?
No. Spec 27 adds hoist, change table, peninsula pan arrangement, automated sliding door, changing rails and Spec 27 circulation.

When do we need an accessible adult change facility on a NSW project?
When F4D12 applies to the building. Confirm the live clause thresholds. Do not assume every public building needs one.

What should our disability access report say about Spec 27 at CC stage?
Assess the construction drawings and specifications against F4D12 and Specification 27, and record a clear elemental status rather than a bare claim that “an accessible toilet is provided.”
