Social and affordable housing access reports in NSW: Homes NSW, HAFF and community housing
On a social or affordable housing project the access brief is layered. Homes NSW design requirements apply Livable Housing Design Guidelines silver level as a baseline to new dwellings with level access. The development brief sets any gold, platinum or adaptable percentages. Adaptable dwellings are designed to AS 4299 Class C at the percentage local planning controls require. Common areas still need NCC access and Premises Standards compliance. One access report should reconcile those layers unit by unit. Council and certifier reports are on DA and CC access reports.
Short answer
Homes NSW (Land and Housing Corporation) design requirements, published from the February 2023 LAHC design requirements and still the document linked from the Homes NSW good-design hub, apply silver level where level access is available, meaning ground floor and lift-served dwellings. Upper-level dwellings without a lift include silver-level features so they can be adapted later. Housing SEPP Schedule 4 applies where the project is seniors housing. The requirement stack
| Layer | Source | What it controls | Who checks it |
|---|---|---|---|
| Silver baseline | LAHC / Homes NSW design requirements | Livable Housing Design Guidelines silver where level access is available; silver features on non-lift upper levels | Development brief, access report, certifier at CC |
| Gold, platinum, adaptable or accessible percentages | Project development brief | The contract mix above the baseline | Client and CHP at kickoff; report records the mix |
| Adaptable percentage | Council DCP or other local planning control | AS 4299 Class C at the required percentage | Council at DA; certifier against consent |
| Apartment silver benchmark | Apartment Design Guide Objective 4Q-1 | A silver-level benchmark for a proportion of apartments. Confirm the current ADG wording before you quote a percentage. | Consent authority on apartment DAs |
| Pattern Book mid-rise | NSW Planning Pattern Book notes | Designs meet at least the ABCB Livable Housing Design Standard; mid-rise apartments (3 to 6 storeys) include a minimum 10 per cent adaptable homes | Only if that pathway is used |
| Seniors | Housing SEPP 2021 Schedule 4 | Seniors housing standards where the SEPP applies | Consent authority |
| Common areas | NCC Part D4 and Premises Standards | Entries, lifts, parking, community rooms. NSW: NCC 2022 Amendment 2 until 1 May 2027. AS 1428.1:2021 via the Premises Standards from 29 July 2025. | Certifier |
Livable housing detail is on livable housing assessments. AS 4299 Class C is on adaptable housing. Edition timing is on NCC 2025 in NSW.
A dwelling-by-dwelling matrix
The useful report is a matrix, not three separate essays. An anonymised pattern looks like this. It is a method, not a record of a named project.
| Unit | Level | Lift-served | Target | DA status | CC status |
|---|---|---|---|---|---|
| G01 | Ground | Yes | Silver baseline, and adaptable if it is in the DCP count | Capable, subject to entry path | Dimensions and pre-adaptation items |
| G04 | Ground | Yes | Gold, if the brief nominates this unit | Capable | Gold features dimensioned |
| L12 | Level 1 | No | Silver features for future adaptation | Capable, no lift claim | Features listed, not described as silver-certified if the path is not level |
The matrix stops double counting. A unit can be asked to meet more than one rule. Whether one unit may count toward both an adaptable percentage and a silver or gold target depends on the development brief and the DCP. Confirm that with the brief author and the council. Do not invent a stacking rule.
What the DA access report must show
At development application the report states capability: which units are nominated, why, and whether the path from the street to the entry can meet the nominated standard once detailed. Typical traps are fall in the path from the street, a walk-up decision that removes level access, and parking not allocated to adaptable units. Stage language is on DA versus CC access reports.
What changes at construction certificate
At construction certificate the certifier expects elemental verification: door and circulation dimensions, step-free showers where the standard requires them, reinforcement for grabrails under the livable housing provisions, AS 4299 Class C pre-adaptation items, and common-area details to AS 1428.1:2021. Status words are on what certifiers want in an access report.
Silver, gold, adaptable and SDA
Silver and gold are Livable Housing Design Guidelines levels. Adaptable is AS 4299, usually Class C in NSW DCPs. SDA is the NDIS Design Standard, with separate certification and enrolment. SDA is not the default on a HAFF project. Include it only if the brief nominates SDA dwellings, and then use SDA Design Standard certification. The comparison is on SDA, livable and adaptable housing.
Seniors and mixed tenure
Where seniors housing is part of the project, Housing SEPP Schedule 4 is an additional layer. Mixed private and social tenure, as in some HAFF approvals, can mean the brief sets the social dwellings and the planning controls set the private dwellings. Keep that split visible in the matrix. Seniors and care adjacency is on aged care access reports.
Where the work is
A NSW Government release on 13 August 2026 reported planning approval for more than 700 social and affordable homes in five Housing Australia Future Fund projects: Caringbah (164 homes), Belmore (145), Punchbowl (114 social), Hillsdale (179 social) and Pagewood (224 homes, of which 84 social and 140 private). Demolition was expected before the end of 2026, with construction due to begin mid-2027. HAFF Round 2 was described as funding more than 2,500 homes across 14 developments, twelve in Greater Sydney, with regional projects at Port Macquarie and Coffs Harbour. Delivery partners named in the release included BaptistCare, Link Wentworth, Traders in Purple and Coplex. Sydney Access Consultants is not claiming appointment on any of these projects.
Caringbah, Hillsdale and Pagewood sit in southern and eastern Sydney, within reach of the Hurstville office and the Cronulla and Sutherland Shire catchment. Port Macquarie and Coffs Harbour sit with Mid North Coast access reports. Sandy Grey is based at Black Beach. Do not treat a closed buy.nsw listing as an open tender. How Sydney Access Consultants helps
Sydney Access Consultants prepares DA and CC access reports, livable housing assessments against the project brief, AS 4299 reports, and common-area audits for social and affordable housing. Where a site is steep or constrained, a Performance Solution is documented rather than forced deemed-to-satisfy. Gary Finn is an Accredited Member of the Access Consultants Association (member 435) and accredited SDA assessor SDA00039 where a brief actually includes SDA. Call (02) 9586 3111.
Frequently asked questions
What accessibility standard does Homes NSW require for new social housing?
The LAHC design requirements apply Livable Housing Design Guidelines silver level as a baseline to new dwellings with level access. Upper-level dwellings without a lift get silver-level features for later adaptation. The development brief can add gold, platinum, adaptable or accessible percentages. Adaptable dwellings are to AS 4299 Class C at the percentage local planning controls require.
Is silver mandatory, and where do gold and adaptable percentages come from?
Silver is the published baseline where level access is available. Gold and extra adaptable percentages come from the development brief and, for adaptable dwellings, from the council DCP. Ask for the brief at kickoff.
How do a DCP adaptable percentage, ADG 4Q-1 and the Homes NSW brief interact?
They stack. The report should say which rule governs which unit. Confirm Apartment Design Guide Objective 4Q-1 wording on the day you quote it. Do not assume one rule cancels another.
What does the DA report need, and what changes at CC?
At DA, capability and unit selection. At CC, dimensions, pre-adaptation items and common-area AS 1428.1:2021 details.
Do common areas still need NCC Part D4 and Premises Standards compliance?
Yes. Entries, lifts, parking and community rooms are not covered by a dwelling silver rating. NSW applies NCC 2022 Amendment 2 until 1 May 2027.
Can one unit count toward both adaptable and silver or gold targets?
Only if the development brief and the DCP allow it. Confirm with the brief author and the council. Do not invent a double-count rule.
Do you cover Mid North Coast HAFF projects?
Yes. Sandy Grey is based at Black Beach. Port Macquarie and Coffs Harbour regional projects can be coordinated from the Mid North Coast. Call (02) 9586 3111.
