NCC 2025 adoption in NSW: what changes for disability access reports
New South Wales adopts NCC 2025 on 1 May 2027. Until that date, building work is assessed against NCC 2022 Amendment 2, which has been in effect since 29 July 2025. Access reports and Performance Solutions should name that edition unless the Principal Certifier confirms otherwise for the specific certificate.
Short answer for NSW
| Place | What applies now | What changes later |
|---|---|---|
| NSW | NCC 2022 Amendment 2 (from 29 July 2025) | NCC 2025 from 1 May 2027 |
| Victoria | NCC 2025 from 1 May 2026 (confirm project transition) | Do not export the NSW deferred date |
| Western Australia | NCC 2025 from 1 May 2026 with a published transition | Perth sets must follow WA, not NSW headlines |
Confirm dates on the NSW Government NCC compliance page and the ABCB NCC 2025 state and territory adoption table before you freeze a report cover sheet.
Why the headlines feel louder than the NSW lodgement rule
The Australian Building Codes Board published NCC 2025 for jurisdictional adoption from 1 May 2026. States choose their dates. NSW deferred to 1 May 2027. A national energy or plumbing round-up is not a licence to retitle a Hurstville or Cronulla Construction Certificate set as “NCC 2025” ahead of that date.
What Amendment 2 already did for access work
NCC 2022 Amendment 2 keeps the NCC aligned with the amended Premises Standards referencing AS 1428.1:2021. Door schedules, sanitary geometry and TGSI details on a current NSW CC should already be reconciled to that Standard edition. If the set still quotes AS 1428.1:2009 by habit, fix the schedule before the certifier does. Stage language for DA versus CC sits in DA vs CC access reports and access reports for DA, CC and CDC.
What access teams should prepare before 1 May 2027
- Monitor NSW variations when they are published. Do not invent a change list.
- Do not redesign every live NSW CC set “to 2025” without PCA agreement.
- Keep edition statements explicit in access reports and Performance Solution briefs.
- Re-check livable-housing Parts G7 / H8 against the live livable housing page when NSW adopts. The blank-parts story may change.
Interstate trap
Multi-state practices working from Sydney must not export NSW’s deferred date onto a Perth or Victorian certificate. WA adopted NCC 2025 from 1 May 2026 with a transition window. Victoria adopted from 1 May 2026. Ask which edition the local PCA is assessing before you copy a NSW report cover.
Boundaries: what NCC edition does not decide
- SDA Design Standard certification and enrolment remain NDIS products. NCC 2025 adoption does not replace them. See also SDA design quality for providers and the Design Standard review.
- AS 4299 adaptable housing remains a planning / DCP product.
- LHA versus Livable Housing Design Standard remains a separate chooser on the livable housing page.
How Sydney Access Consultants helps during the transition
We write edition-correct DA, CC and CDC access reports, Performance Solutions under the applicable NCC, and documentation support while sets are in transition. Practice concentration is Cronulla, Sutherland Shire and Hurstville / Georges River, with Mid North Coast support through Sandy Grey at Black Beach and secondary Perth work on the WA edition.
Answer-ready questions
When does NSW adopt NCC 2025?
On 1 May 2027. Until then use NCC 2022 Amendment 2. Confirm with the PCA and current NSW Government guidance.
Should our NSW Construction Certificate access report already cite NCC 2025?
Not while the applicable edition remains Amendment 2. Name the edition on the report cover and reconcile door schedules to AS 1428.1:2021.
Does adopting NCC 2025 replace SDA certification?
No. Specialist Disability Accommodation Design Standard certification is an NDIS product. It sits beside Premises Standards / NCC access reporting.
